The acquisition of printed and electronic publications
through purchase, subscription, donations and
exchange, in order to support the education at the university, assist research
activities and serve the social and cultural needs of patrons.
The collections management process at İstanbul
Şehir Üniversitesi is carried out according to the demands of the members of
İstanbul Şehir Üniversitesi and the selections of specialized personnel.
A. General Rules
1. All Library patrons who are members of İstanbul Şehir
Üniversitesi can make publication requests. The decision for the acquisition of
the publication is made by the Library Administration in accordance with the
collections management policy.
2. To request publications, patrons are required to become
members of the Library and receive PIN.
B. Policy on Book Purchase
1. Members of İstanbul Şehir Üniversitesi can request
publications which are unavailable at the Library by filling out the publication
request form on the Library portal.
2. For members of İstanbul Şehir Üniversitesi, there is no
limit to the number of requested publications. The budget for publication
purchases assigned to the Library is used in accordance with the criteria
established with regard for the number of faculty members and students for each
department at the University.
3. The publication requests of the members of İstanbul
Şehir Üniversitesi are evaluated by the Department of Collections Management.
For the evaluation of requests, the following criteria are
taken into consideration:
a) The subject of the requested item (its accordance with
the fields of education at İstanbul Şehir Üniversitesi),
b) Its interdisciplinary use,
c) Its actuality,
d) The quality of the publishing company,
e) Its cost,
f) The language of the item,
g) The physical form of the item (printed,
electronic, microform etc.),
h) Whether or not the same edition of the item is
available at the İstanbul Şehir Üniversitesi Library,
i) Lost items, if not found within a certain period, are
purchased again with consideration for the demand and frequency of
j) Items with extensive physical damage are purchased
again with consideration for the demand and frequency of use.

C. Subscription Policy for Periodicals
Faculty members of İstanbul Şehir Üniversitesi submit
information on the requested periodicals to the Library Administration via the
department chairs. Periodical requests are evaluated by the Library
Administration at the end of every year. The criteria for evaluation are the
a) The subject of the periodical (its accordance with the

b) Its scientific quality,
c) Its interdisciplinary use,
d) The quality of the publishing company,
e) The proportion of the periodical’s subject within the

D. Policy of Acquisition for Electronic Resources
This refers to the acquisition of resources accessible via
computers (full text databases consisting of periodicals or books, index and
summary databases, audio-visual materials, computer files) to support the
educational and research needs of the university and the cultural needs of the
With the increase in the number of electronic sources, the
structure of library collections has begun to change. The number of
place-dependent printed journals has decreased and the electronic model enabling
the simultaneous access of multiple persons has become prevalent. In addition,
due to the high cost of subscriptions to single journals, with collaborations,
access to all of the journals of a publisher has become possible. After the
spread of electronic journals, fast developments are also occurring in e-books.
In book purchases, the e-book versions of the same publications must also be
taken into consideration and selections must be made accordingly.

In the renewals of database subscriptions, the statistics
of use are taken into consideration and the cancelling of subscriptions may
occur in case of low interest.
2. The criteria for the selection of Audio-Visual
Materials are the following:
a) The materials should support the education at the

patron’s personal level and acquirements;
c) In film selections, awarded films are prioritized.
E. Policy on Thesis Acquisition
The full texts of the theses prepared at the University
will be open to access through the Library catalogue. Theses without the
author’s authorization for electronic use will have printed copies at the
Library and their bibliographical information will be on the catalogue. In
addition, there will be access to the electronic versions of the theses prepared
in other countries.
F. Donation Policy
İstanbul Şehir Üniversitesi accepts publication donations
with the aim of enhancing the Library collections in order to support education,
contribute to research and fulfill the cultural needs of patrons.
1. Persons or institutions wishing to make donations
should deliver lists to the Library Administration in advance. These lists
should contain information on the publications to be donated.
2. If the donated item is available at the Library
collections (excluding items on reserve), if it is not related to the
educational and research areas of the University, if it has lost its actuality
or is extensively damaged, the donation may be refused.
3. Items which have been approved for the Library
collections are processed by the Technical Services Department and added to the

5. For periodicals to be accepted as donations, the

the collection must be large and complete.
6. Works with multiple volumes, such as periodicals and
encyclopedias are accepted if their volumes are complete.
7. The library may make appeals to persons or legal
entities for the donation of collections.
8. The library has the right to donate accepted items to
other libraries (except for conditional donations).
9. Photocopied items, items in bad physical condition and
periodicals which cannot be completed are not accepted.
