V. Borrowing
Aim of the service is to administer and monitor the circulation of the library materials within and outside of the Library for the education, research, scientific activities and cultural needs of the members of İstanbul Şehir Üniversitesi.
 
A. General Rules
 1. Faculty members, students and administrative personnel can borrow materials with their İstanbul Şehir Üniversitesi ID cards.
2. Faculty members on contract can borrow materials with the ID cards given to them by the University.
3. Exchange students can borrow materials with their İstanbul Şehir Üniversitesi ID cards.
4. Patrons can only borrow with their own ID cards.
5. Members can borrow materials in person. Materials cannot be borrowed through another patron.
6. Patrons are required to show their İstanbul Şehir Üniversitesi ID cards for borrowing. In case of loss of ID cards or change in ID information, patrons are required to notify the Library. 
7. Patrons with overdue items or overdue fees which exceed the limit cannot borrow materials.
8. Patrons are required to do their borrowing operations 15 minutes before closing time.

* The Library Administration may shorten the loan periods for items with high demand.
 
D. Renewals
1. Renewals can only be made after the completion of half of the established loan period for the item.
2. Patrons can extend the loan periods for borrowed items through the Library portal (library.sehir.edu.tr) or at the Library.
3. Faculty members and administrative personnel can extend materials by phone (216 559 90 90).
4. Renewals are not made through e-mail.
5. Publications at the end of their last renewals can only be loaned to the same patron after 1 day on the shelf.
6. Items reserved by other patrons cannot be renewed.
7. Patrons who have overdue items and/or overdue fees above the limit are not given renewals.
 
E. Recalls
1. The library has the right to recall a publication before the due date when necessary.
2. Patrons are required to return the publication to the library within 3 days of the recall notice.
 
F. Reservations
1. Items which are checked out or on hold can be reserved by other patrons.
2. Reservations can be made through the Library automation system on the screen which displays information on the item or at the circulation desks.
3. Items on shelf cannot be reserved.
4. Patrons with overdue items and/or overdue fees above the limit cannot reserve.
5. When the reserved item is returned by the previous patron or the hold is cancelled, the patron is notified by e-mail.
6. If the reserved item is not checked out within three days of notification, it is checked out to the next patron. If there are no patrons waiting for the item it is put on shelf.
7. The number of items which can be reserved is equal to the number of loans for the patron.
 
G. Notices
1. In reference to borrowing procedures, the following notifications are made:
 
a) Reminder Notices:
(1) The reminder notice is sent to the patron 3 days before the due date of the borrowed item. 
(2) Reminder notices are not sent for hourly loans.
 
b) Overdue Notices:
(1) For items borrowed on a daily basis, overdue notices are sent in the following order after the due date:
After 1 day, the First Overdue Notice,
After 3 days, the Second Overdue Notice,
After 7 days, the Third Overdue Notice,
After 30 days, the Fourth Overdue Notice,
After 60 days, the Fifth Overdue Notice.
 
(2) For items borrowed on an hourly basis, overdue notices are sent in the following order after the due time:
After 1 hour, the First Overdue Notice,
After 3 hours, the Second Overdue Notice,
After 7 hours, the Third Overdue Notice,
After 30 hours, the Fourth Overdue Notice,
After 60 hours, the Fifth Overdue Notice.
 
c) Billing Notices:
If the patron does not return the borrowed item after 5 overdue notices, a billing notice is sent 1 month after the 5th Overdue Notice.
 
d) Reservation Notices:
When the reserved item has arrived or the reservation has been canceled for any reason, a reservation notice is sent.
 
e) Recall Notices:
1. When necessary, the Library may send a recall notice before the due date of the item.
2. Borrowing notices are sent by e-mail. In case of a change in their e-mail addresses, patrons are required to notify the Library at the circulation desks or through e-mail at kutuphane@sehir.edu.tr.
3. If the overdue notices are not received by the patron or are not received on time, there is no discount on the fees.
 
H. Returns
1. Patrons are required to return borrowed items on time.
2. There is an overdue fee for items which are not returned on time.
3. Patrons must return borrowed items to the department or library from which they were borrowed.   
 
I. Rules of Access to the Reserve Collection
1. Items are put on Reserve upon the request of the faculties or the decision of the Library Administration.  
2. Items in the Reserve section are loaned for 2 hours. These items are loaned for 1 term to the faculty member giving the course.
3. The Library Administration may change loan periods.
 
J. Interlibrary Loan / Document Supply Rules
Faculty members, graduate students and administrative personnel of İstanbul Şehir Üniversitesi can benefit from interlibrary loans.

M. Overdue Items and Fees
1. There is an overdue fee for items which are not returned on time.
2. Items returned within three days of the due date are not charged with an overdue fee.
3. The following measures are taken for items which are not returned after the overdue notices:
     a) The student’s account in the automation system is blocked.
     b) A written notification is sent to the department of the faculty member or administrative personnel.
4. When a retired employee of İstanbul Şehir Üniversitesi has overdue items for two times and does not pay the overdue fees, his or her membership is cancelled.
5. The overdue fee for each overdue item is calculated according to the following table:

6.  For items on (course) Reserve and the Audio-Visual material the overdue fee is 1 Lira per hour. In addition, the patron is not allowed to borrow materials for one week.
 
N. Lost and Damaged Items
 
1. Patrons are required to protect and not damage the borrowed materials.
2. If the lost item is still in publication the patron is required to obtain the latest print within 15 days and pay the processing fee.
3. If the lost item is out of publication the patron is required to obtain a publication of equal value determined by the Library Administration within 30 days and pay the processing fee.
4. For the academic year of 2010-2011 the processing fee is 15.00 TL.
5. If the library administration is not notified of the loss of the item before the due date, overdue fees are also charged.
6. Items which have been damaged by the patron are processed as lost items.
7. In case of intentional damage, a written notification is sent to the patron’s department.  Patrons who are given disciplinary punishment are not allowed to borrow material for 2 months.
8. Patrons who take out material without permission and are consequently given disciplinary punishment by the faculty / institute discipline committees are not allowed to borrow material for 2 months.
9. The overdue fees are established by the University Board of Directors with the suggestion of the Library Administration.
10. Upon necessity the library rules may be modified by the Library Administration.
